Published on 18 Oct 2013 | France's constitutional council, the country's highest court, has ruled that mayors cannot refuse to marry same-sex couples because of what their conscience allowed. The case was brought on by a couple who sued their local mayor for refusing to marry them because he didn't believe in gay marriage. Meanwhile, some gay couples are facing a different legal dilemma. Bilateral agreements between France and 11 countries mean that some foreigners fall under the marriage laws of their home countries. Even if they're in a relationship with a French citizen, officials can't marry the couples.
